Green Card holder Applying for status adjustment for Husband.

I am from Bangladesh. I am living USA from childhood. I have received my green card 2008. I did not apply for citizenship. (this is completely my laziness) Well, I am married a person who is holding H1B visa. He graduated from USA. He is from Bangladesh as well. I know I have to apply form I-130 for him. I am wondering should I apply for him now  or should I wait after receiving my citizenship. I want to apply for him now as if at least he can get temporary EAD green that will allow him to work without sponsorship. 

Does he has to submit form I 485 as well.

First become a citizen and then file for him.
