H1-B petition validity and lottery question.

Hi I am planning to do MBA and exploring multiple options can you please help me with below questions, My future decision will depend on the answers. 

1. I have got an H1B visa, sponsored by my current employer (Industry- Information Technology). Currently, I am in India, and leave my job with current employer and join any new organisation. My old employer, who sponsored my H1B,  notifies USCIS of the petition withdrawal. Can my new employer retract this old petition, which will exempt me to go through the Lottery/quota, to file my H1B?
 
2. I have got an H1B visa, sponsored by my current employer (Industry- Information Technology). Currently, I am in India, and leave my job with current employer and takes a sabbatical of 2-years to do Full-time MBA in USA (Moved from H1B to F1 Visa). My old employer, who sponsored my H1B,  notifies USCIS of the petition withdrawal. After Sabbatical, I join a new organisation on a new role. Can my new employer retract this old petition, which will exempt me to go through the Lottery/quota, to file my H1B?
 
3. I have got an H1B visa, sponsored by my current employer (Industry- Information Technology). Currently, I am in USA, and leave my job with current employer and takes a sabbatical of 2-years to do Full-time MBA in USA (Moved from H1B to F1 Visa). My old employer, who sponsored my H1B,  notifies USCIS of the petition withdrawal. After Sabbatical, I join a new organisation on a new role. Can my new employer retract this old petition, which will exempt me to go through the Lottery/quota, to file my H1B?
