H1B Visa Stamping

Hi Team,

I was in U.S. for 2.5 years and moved to new employer on receipt notice.
My H1B Transfer was denied and I had to come back to my home country as soon I received denial notice.
I found new employer and filed new H1B and got approved.

1. Am I eligible for Drop Box / interview waiver program for Visa Stamping?
Or
I need to appear at consulate for interview and visa stamping.

Please kindly advise.
