Relocating same company h1b amendment process

Dear Murthy LAW.

Am working at a multibillion company, now they are closing one of their facility and relocating same project to different office location (different city). so my situation am at 7th year on h1b and my x employer revoked i140 and h1b validity till 2019. Would be great if you answer questions. my company planning to start labour after relocating new relocation.

1. Is it possible my company can file H1B amendment without i140?

2. What is the alternative way if not possible?

Usually it is possible to retain the time till 2019. In such cases the company is the source for all answers.
