I797 extention from out side US

Hi,

My H1B cap petition picked in lottery in 2015 but approved in May 2016 and had validity till Sep 2016 only now I have below questions on I797 extension.

1.What are the reasons why any petitions gets only 1 year validity?

2.If I want to file new extension petition for expired I797 what is the procedure and time it takes from filing petition to decision by USCIS?

1. Depends on the documentation you submit at the time of filing. May be your client letter had a end date or a expiry date.

2. You can file 6 months before the expiry of your current I-797.

As my I797 already expired so what is the procedure,documents required for filling cap exempt petition again from outside US and how many days it will take for complete processing?
