Employer change from India after stamping H1-B

After H1-B stamping due to budget issues my client is not ready to take me and I'm in India now. But I have another onsite offer.

1. Is there any risk changing employer from India?

2. If changed, need to go for stamping again?

The rules have changed. Possibly you are fine for a transfer since the visa is already stamped. Talk to the firm of Murthy and discuss specifics. As far as risk, what risk would you suppose? Worst case you do not get to work here this year.
