H1 Denied Re-entry on Valid F1

Hi one of my friends h1b got denied recently. He was traveling to India on Oct 26th and got notice of denial. He has valid F1 visa till June'17.

So my question is on what status will he be now? is it F1? or Out of status because of h1 denial ?

Can he re-enter to US if the current F1 visa is Valid ?

Can he apply for University and do Masters again as he has a valid F1 visa?

what questions can he except at the port of entry Immigration ?

I would really appreciate some positive advice on this and also some possible options for him to enter US

Universities have application deadlines. He can not just apply and enter. It takes months.

Yes he can not just apply and enter. Once he apply and invited with university deadlines then obviously he can travel to US on F1 Visa. 

and also anyone can have multiple visas eithe h1b or F1 and also multiple H1b visas with different emplyers but at one time he has to work with only one employer either on H1b or on OPT F1 visa.

Hi he doesn't have OPT. His OPT is expired and he already got admission into a university (got I20).

so can he enter to US with valid F1 along with current I20?

He likely needs a new F1 visa.

He already has valid F1 Visa till june'17. so why does he need a new F1 visa? correct me if I am wrong?

Actually the university people told him that there is no need of new F1 visa.

You didn't answer my first question... But seeing that in your first post on Friday you asked "can he apply at a university", and in your post from Saturday you said "he already got admission", it is clear that he (I guess, you) signed up with a fraud institution.

He applied for the university even before I have posted this. Its been almost a month that he got his admission and no its not a fraud university(NIU- Northern Illinois is the University). The only reason I have asked "can he apply at a University" is because his h1 got denied and F1 visa is still valid but he does'nt know on what status he stands. That is the reason I keep asking can he enter to US with his valid F1 till june 2017 with valid I20 even though his h1 got denied? So can you please answer my question now? I really appreciate your help

Your narrative is contradictory. Nobody asks " can he apply?" when he already has applied. And your "explanation" is about status, not about why you asked about applying at a university. I am inclined to not believe anything you now post to explain away the earlier question.
