Programmer Analyst to HR Manager on H1B. RFE

Hi All , 

My H1 is in Extension and resulted in RFE , I moved from Programmer Analyst to HR Manager to a different employer . RFE states if my Role is not in Occupational List but they need evidence if the role needs any specific skill set to work as  HR Manager . I sent the RFE to the attorney and they advised that i need to have  professional educational evaluation done  .Will this really help me  to get my H1 Ext , What other options i can opt ?? What are the chances that this RFE can be approved . I came here for MBA . Please advice .
