Can Withdrawal H1B Approved Petition use for Cap Exempt

Hello Sir/Madam,

I got approved H1B petition from Employer A and it is unstamped, Unused. Later I left the company.

My Petition current status is approved and got a confirmation that my Current employer can file Cap exempt with my approved Petition.

If My Previous Employer A initiates Withdrawal of my approved Petition, Could my current Employer B file a Cap Exempt with that Old Petition Number?

An H1 transfer is only possible if you have started working for the original employer on the H1.

Are you not is US right now ? My employer transferred the visa from my consultant while I was in India and never in H1B Status. It was done in December last year. 

I think you can transfer your H1B anytime,  I have seen this successfully with 2-3 colleagues as well. No problem at all.
