H1 to H4 visa in Mexico or canada

I recently converted from H1 -> H4 EAD and have H4 petition and EAD approved and valid till 2019.

My old H1B stamped visa is still valid till 2017, I am already working on H4 EAD in USA since last month

1. Can i go to Mexico or Canada to get H4 visa as third country national ??

2. My previous H1B stamping was in Mexico, can i go for H4 stamping in Mexico as third country national to renew in same category ?? Are H1B and H4 visas same category or different categories ??

3.If you have submitted bio metrics once as part of your last H1B stamping, do you still have to be there for 2 day appointments again in Mexico or Canada ??

4. Is there any drop box facility for third country nationals in Canada or Mexico for renewal of visa in same category if they already appeared for visa previously in that Mexico or Canada??

1) You cannot go to Mexico. You can go to Canada.

2) They are different categories.

3) Yes, you still need to submit bio-metrics.

4) No.

1. Why not Mexico but Canada, Do these countries differ on how TCN's can apply even though my previous visa is in Mexico ??

2. I am reading that both H1 and H4 belong to H category and so same category but could not confirmation from any relevant USCIS publication, so can you please re-confirm if this is true ??
