H1 B transfer approval not recived has been more than 30 days

My H1 transfer was filed in Regular processing. The application was received by USCIS on June 30, 2016. I got my receipt on July 8, 2016. I have been regularly checking my case status on USCIS site. Its been over 90 days and I still haven't got my approval. I am wondering if other people are facing the same problem as me.

I am thinking to go for Premium processing but not sure if I should go for it or wait.

Regular H1 processing will take more than 5 months. Convert it to premium
