Yeah, these people didn't have any money and apparently stated that they would work on the side.

That's of course not allowed on F1.

SVU has a statement to that effect on their website:

"International students must understand that F-1 VISA can only be used for studying in the U.S. and cannot be used for any other purpose.  In addition, international students must have the supporting financial documentation to prove that they have sufficient money to pay for their tuitions and living expenses.

Working off-campus without an approved Employment Authorization Document (EAD Card) on an F-1 VISA is NOT ALLOWED, illegal and is strictly prohibited. "

 

And even with CPT from day one or the fake CPT that NPU allows it would be fraud.

Both SVU and NPU abuse CPT, by saying it is optional (SVU:"CPT stands for Curricular Practical Training, an optional work experience course for current students") or the student has to find the job (NPU.)

In their student handbook, SVU has some completely non-sensical statements like "The CPT must be curriculum related, which is an integral part of the curriculum." "Curriculum related" and "integral part" are two different things.

 

The bottom line: These institutions are shady and need to be avoided.

According to US law, Visa only allows one to travel to POE and request admission. Having a Visa in no way guarantees admission. You may always be required to show available funds at POE. These people obviously did not have sufficient money and when asked by CBP officers on how they will support themselves, they revealed that they intended to work.

Indeed. A visa is a document to apply for admission to the US.

The only people who are guaranteed admission are US citizens.

 

And here, these shady institutions are also at fault since they apparently give out I-20s to anybody who breathes.
