My employer is applying for my GC now. My question is will I be considered for country of chargeability as 'Spain'? Thank you. Appreciate your responses. Link to comment

I read in some forum That your parents should be residents of that country or either of them should be born there, only then the case would be considered for country's chargeability. My parents were there in Spain for around 5 years. Do you think they will be considered 'Residents' in that case? It would be great if you can throw some light for the above case.
