h1b visa 221g email response failure

I am trying to send an email in response of 221g documents. But I am getting Failure delivery message with following details. Email : mumbaitech@state.gov

"The recipient's mailbox is full and can't accept messages now. Please try resending this message later, or contact the recipient directly.

"

Can you please advise what should I have to do?
