From B1 to H1/F1

If I enter US on B1..will I be able to file H1 or any other visa without leaving US?

While in US on B1 an employer can file a H1B petition for you. But, once your period of stay on B1 expires you need to exit US. Later with an approved H1B visa and I797 you can enter US.

As long as you do not work on B1 you are fine.

We can file H1B with any employer when we are on B1? or else only the employer who is working currently on B1?

You gave the impression that you wanted to change status here after coming over on a B1  or  B2 ? visa and usually and generally you will need to leave and get the appropriate visa and then return at the appropriate time. If visa avoidance was not the intention then Jairichi has given you the facts.

Why is it so important to leave country on b1 and go back on h1?

B1 has a specific purpose and a specific duration. In order to get a COS to H1 your B1 has to be valid beyond October,1.

You will not get a B1 extension unless you have very specific reason for USCIS to approve. If you leave after B1 ext denial your B1 visa is automatically void.
