It takes time for the companies to realize the jobs can be shipped outside.

Companies know that very well. Don't think management types are stupid.

The issue is management of a remote team. That costs a lot more than the saving would be.

If it made sense, jobs would go abroad. But it doesn't make sense, because the costs for the employee (salary, health insurance, etc.) are only one part.

In fact, companies in the US give their employees lots of perks, from health insurance to free meals (see Google, et al), etc.

They do that because it is beneficial to the company. It keeps people motivated, and motivated people are more productive. I personally would not work for a company that doesn't provide health insurance, for example.

This "cheap labor abroad" stuff is largely  a myth, and competent management knows that. Hardware manufacturing in large scale can be done abroad, and is done abroad, but things that require creativity continue to be done in the US. That includes design and software, etc.
