One of my friend has a valid H1B approved along with Labor and I-140. He is looking at options to start his own business, since you know EB2/EB3 both are going to be delayed (priority date is in 2013). 

 

What are possible opportunities that he has to start business in US - Say IT consulting.

What are steps that he need to take for this.

You cannot start a business on H1. On H1 you will be working for your employer.
