I have a valid H1B visa till Dec 2013. I am planning to go for visa stamping in nov/dec to either canada or mexico. My question is, Can we come back to US on the old visa if we get RFE or administrative processing.

You cannot come back if you go for stamping and your case is under 221G.

Not likely. Their first step is to cancel the old visa without prejudice.

No, if you can then why you need new VISA?
