L2 EAD delayed. 90 days. Any suggestions.

Hi, 

My L2 EAD renewal was submitted on July 3rd(5th is receipt notice date from uscis, california) 
3 weeks ago we requested for expedite processing (job termination) we haven't received 
any response, as service request is pending so when we go through infopass appointment
field officier doesnt' take "Approaching regulatory timeframe" service request as one for 
expedite processing is pending. Now in next 2 days 90 days would be passed. I lost my job, 
i am hoping if i can receive EAD soon, i may be able to join back. Any suggestions. I will 
mail/register with ombudsman after 2 days. I have already mailed nsc followup e-mail. 
Any thing else i should be doing. I have few questions appreciate any help. 

1) Did any one receive interim EAD post 90 days? All the uscis websites and instructions mention 
interim EAD but field officer or NCSC do not seem to take any such service request. 
2) If i approach congressman will there be any use for my case. 
3) Is there any legal option as it's more than 90 days. 
4) This is my 3rd EAD renewal based on L2 visa, i have never been asked for biometrics so far. 
Is it a optional for l2-eads? few of my friends on l2ead got biometrics request few did not.
5) Other than field office is there any way to visit california service center to plead my case 
or there is not way to reach out to service center other than service request. 
6) As my service request for expedite request will be pending since 23 days i am not sure if field 
officer will atleast take exceeded 90 days service request. Do they take two service requests or 
if one like expedite is pending they dont' take another. Just that expedite is a discretionary service request 
where as exceeded 90 days is mandatory kind. 
7) Any idea if uscis delays for l2ead renewals are very high lately for california center?
