NORI for phsycians to obtain J1 waiver

Hi all,

Is NORI required in order to obtain J 1 waiver? I have seen in the DOS website that foreign medical graduates in graduate medical education training don't qualify for J 1 waiver under no objection certificate category. I am not sure if I have to apply for NORI, any reply is greatly appreciated.

Unless there was government funding for the clinical J-1 waiver program by the home country, a no objection certificate is not required when pursuing a waiver of the home residency requirement under a different basis, such as IGA, State Health Agency, Hardship or Persecution. A J-1 noncitizen admitted for a clinical residency and subject to the home residency requirement as a consequence is not eligible for waiver of the home residency requirement based solely on a certificate of no objection from the home country.
