You could, but a chance of denial is higher because the VOs at another embassy will have no realistic way to judge your ties to India...best if you get stamping done in your own country.

Well, ask yourself how a VO in Mexico or Canada could realistically judge whatever ties you claim to have in a country thousands of miles away? They could not...they cannot call anyone due to the time differences, nor have any idea about the authenticity of any documents you might present, so you would be far better off getting your visa in India.

Better to return to India...VOs often take a dim view of somebody coming to the US for something that turned out NOT to be true, then running across the border to get a different visa instead of returning to their own country...your chances of a denial elsewhere are very very high.
