How early i should submit DS160

I have H1b visa stamping appt on march 18th. So how early i should submit my DS160?

As soon as possible so that your PIMS gets updated. Otherwise even you are approved you will have to wait for your PIMS to get verified.

I agree with you for submitting it earlier -- But, are you sure, submitting earlier helps in PIMS? My understanding is that, it is unrelated. PIMS is petition information and should already have been updated during H1B petition approval, not while filing DS-160.
