Photo Requirements for Travel/AP Document

Hi, I have a question regarding sending photos to USCIS regarding my I-131 application. The notes under Next steps on application and section 2 of instructions seemed to contrast.

Should I send the photos or not?

I-131 Travel Doument application copy states:

DO NOT mail photos or copies of identification unless requested to do so by USCIS.

I-131 Instructions state:

Section 2. A. "You must submit two identical color photographs of yourself ..."

Please follow the USCIS Form instructions, and note that USCIS guidelines change frequently. In general, two passport-sized photos are needed for an I-131 application.
