Visa stamping at Tijuana on Sep 7th 8th

I a bit confused with the wording on Tijuana website that says

Who cannot apply - "Applicants who obtained their current visa in a country other than that of their legal residence."

I am planning to go there in September but want to make sure i am eligible as i got my previous renewal from Tijuana.

I appreciate any information on this condition.

I am also planning September 6th and 7th but haven't booked the appointment yet.

I also got my first visa stamped in another country. Not India and not Mexico.

But I'm going to Mexico now. This is my second H1B visa now.

I haven't booked an appointment yet because the website screwed my payments and charged me four times.

So Im waiting for a refund and then retry.

3.Third Country Nationals* residing in the United States may apply to renew a visa in any category except B1/B2 or H2. NOTE – The applicant must apply to renew in the same visa category and cannot apply in a different category.
