if you are on H1 and if you are already in US i assume its SSN not ITIN . and not sure whats the problem in giving your ssn which only confirms that you legal . paying taxes. etc. and its not like you are putting it publicly on internet you are only giving it to a government agency. which is more secure than applying for a credit card online. more over if you have a SSN and you dont give it the VO might think you are trying to hide something.
