The "decades ago" is early 1990s.

The world hasn't changed much since then.

And btw, the H1 also got introduced at that time. Are you suggesting that the H1 is outdated as well?

Or are you trying to pick-and-choose?

Believe it or not it was put forth in 1965 and the world has changed siginificantly since then. The world you know of ( or not know of) in 60s is not the same today.

There was a comprehensive immigration reform (CIR) in late 1989/1990.

Is this true?

It depends.

Public scholarships usually require at least a GC.

But it is possible to get private scholarships, or merit-based scholarships.

Things are never just black-and-white. It is best to discuss the particular situation with a good immigration lawyer, and the financial aid people at the university.

SRaoPERM, thank you for presenting your grievances. There are lot of people who read these postings before making-up their mind. Also there are lot of people who think everything is hunky dory in here.

Omshiv, your comment represents the right expression. Only people under the gun will move here with kids with 5 years or older. Rational people won't, unless they are tricked or ill informed.
