Can I submit DS-160 before going to appointment?

You should submit DS160 before going for appointment. Without that, you will not even be able to take appointment. The procedure is, first get your H1 approved (i797), then submit DS160 and generate the barcode(print it and take it with you). Then schedule appointment (after paying the fees in the same website). To schedule the appointment, you need the DS160 number and fee receipt.

I have the similar question, Already booked my slot in november2012 , want to apply h1b extension before my slot date and update visa appt with new H1B .
