Safest Canada location for H1-B stamping with EVC model

I'd like to know the safest US consulate office amongst Ottawa, Montreal and Quebec city to get my H1-B stamped asap.

I work in an EVC model and have been working at a financial client for close to 2 years now.

I have my Masters from an US university and this is the 2nd term of my H1-B. For my first term, my H1-B was stamped in Mumbai.
