Software Engineer to Project Manager role

Hi,

I posted this in a topic (as a response) that was dated 2010 but I would like to create a new topic for more visibility, perhaps someone can help? I have a Masters in Software Engineering with a Bachelor's degree in Computer engineering, and I am currently on OPT STEM working as a CRM developer (programming in PHP / MySQL) but my company currently does not sponsor H1B for that position. However, my manager suggested that I take up the role and responsibility of a Project Manager with a secondary role as a CRM developer.

As my company is in the tech industry (motherboards), and with my undergraduate degree background, am I eligible to apply for the H1B in this case? Any help greatly appreciated!
