H4 -> F1-OPT or J1

My current H4 (dependent) Visa ends on June 6

My residency program are willing to do either F1-OPT (for 1 year) or J1

1) How long does it take for COS ( change of status) from H4 to F1-OPT

What is the application procedure?

I am planning to make a short visit to India, depending on the COS time, I will change my plans.

2) How long does it take for COS from F1-OPT to EAD ( via I-485 spouse application.. when the dates are current ) or COS from F1-OPT to J1 ?

3) If J1 is applied in PGY-2, do the 2 year-waiver rules still apply?
