I went to india for stamping and my visa got rejected saying that the consulate is sending back my application to usics. I came back to US on H4 in Jan 2012. I want to transfer from H4 to H1 again, Will I qualify for quota exempt since I was already counted once, If yes please help and what is the procedure? Link to comment
