Any recent amendments? Can H4's work?

I've got an information from my friend that due to this year's VISA quota, and there are less number of H1B petitioners, even H4 Dependents can work. Is that true? I'm likely to appear for stamping in a couple of weeks.

Any help, greatly appreciated.

No. Don't listen to rumors.

There is a proposal that certain people on H4 who have been in the US for a long time may be allowed to work, but that is only a proposal at this point. And in any case, it has nothing to do with the quota (and this year's quota is full, so there aren't "less H1 petitioners".)

So, again, don't listen to rumors.
