221g Case Number during 2nd time VI refferences to first interiew

Hi i attended my visa interview at Chennai for 2nd time after 1st reject due to EVC model at kolkatta.I got a 221g Blue AAP checked with a case number.The case number starts with

2011-047-xxx-x.

This case number seems to have 2011 as a year and Dec 1st is 47 th week of 2011.So my new case number of 221g is some how refereeing to the earlier VI in Kolkatta.If anyone had the same situation can you please let me know why its not treated as new case and since my previous petition is sent back to uscis will it be the same case with my new petition?Please do let me know
