Multiple H1's after refusal from VFS

I got refusal from VFS on my H1B. Now, Company1 applied for H1 transfer and it is under processing. Can I apply for H1 from Company2 now in parallel? Can I apply for transfer through 2 companies at same time? Thanks in advance. Appreciate your help on this.

Generally, multiple employers may file H1B petitions on behalf of the same individual. You can apply with multiple employers same time ...Actually from the USCIS view it is not a transfer.It is a new H1 which does not come under yearly Quota.
