Time required for H1B RFE response at california center

Hi,

I needed to take a decision on whether to apply for premium processing for the H1B transfer RFE Response since I need to go to India for vacation in around a month.

The application is going to be submitted in california service center. What is the general wait time there for RFE responses?

If it is not too much time required we may do it the normal way. Also we can convert to premium midway...if thats better or to just make it premium when replying .?

If I apply premium right away with the response and If I get a response sooner (in 2 weeks), and If it is through consular processing then I will need to go on immediate basis to get my Visa stamped before I can work. Is this true or I can leave 15-20 days later?
