H1B visa status to F1 status

Hi All,

I did Masters in U.S. Right now, I am on H1B. I am planning to go India or Canada for stamping ( First time stamping from F1 to H1 ).

1) Will i be able to get a new I-20 from any University while i was on H1B status ?? I am not registering for any courses as of now. I am planning to carry that I-20 to India and attend visa stamping.

2)In case,if my visa got rejected,i can use that I-20 and get a new F1-visa. If I am able to get new I-20 will be there any restrictions on that ??.

3)If University issues I-20 will i be in current H1 status or my status will get changed to F1 even with out registering for courses.
