I 140 employer change

I have an I 140 ,PD aug 2007 ,in EB2 from an employer (A).I need to start a new job with a new employer, ques:

1.Can employer B apply for labour 6 months before starting the job?what's the earliest they can apply?

2.What happens if you switch jobs and your priority date gets passed over? do you have to reapply allover again?

1. There is no "earliest date". If you have a job offer for that LC, you are good regardless of the date of filing.

2. The priority date does not get "passed over", it becomes current. And then stays current.
