I was working on H1B and later moved to F1 in April 2010 after working for a year and a half. I just got an offer from another company who is willing to file my H1B, my question is can I only apply for a new H1B petition under the cap (i.e in April 2012) or can they file my H1B as cap exempt right away, as I was already counted in the cap earlier.
