Can I apply for H4 if my H1 is in 221G admin process?

Currently I am in India waiting on 221g - admin processing on H1 visa.

My case is Can I apply for H4 visa on my spouse H1b petition working in USA.

If my H1 is under admin process.

Do I need to withdraw my h1b application which is in admin process, when I apply for H4,during interview is there anything to worry?
