Is PWD approval still taking too much time?

Hi,

Is prevailing wage document still taking too much time?

my problem is whenever I ask my employer to start GC process, he is saying same thing since last 4 months that he applied for PWD and still he has not received yet. As soon he receive PWD he will file for labor? Is this correct or he making the story to delay the process?

Please suggest.
