Got new H1. I want to transfer to another employer

Hello members

My friend has approved with New H1 and is in India. The new H1 is holded by his company. Because of the responsibilities, he has to stay for 1year in India from today. But, he is willing to come to US at the earliest. His present employer will leave him untill for another year. The question is:

1) Does he has any right to go USA on the present H1?

2) Whether he can do for Transfer of H1 to another employer while in India?
