I129, Part 4, 8A - Query

If I have an expired H1 petition that was approved in 2007 and issued a 221g and then not followed up (so never stamped on passport), then for a fresh H1B I-129 with a different employer now, what needs to be answered under Part 4, Qn 8a on "whether the beneficiary has ever been granted this classification"?

Since my visa stamping was denied although I797 approved, will that be considered as "denied a classification" under question 8b?
