Can spouse on F2A pending come in the US as tourist

If husband is permanent resident

Spouse applies for F2A.

During the three year waiting for Priority Date to become current, can the spouse apply for a 6 months B2 visa to come once a year ?

Possible but unlikely. The alien spouse does have an immigrant intent and would be presumed to be planning to overstay, but once in a while they can make a strong case. If you can afford to lose the application fees and perhaps the time and cost of being put back on the plane, try.
