2011 OVDI and I-485 Question.

I am participating in 2011 OVDI (Offshore Voluntary Disclosure Initiative) and I am going to file my I-485. I am confused about what to answer for the question.

Have you ever been arrested, detained, charged, indicted, fined or imprisoned for breaking or violating any law or ordinance (excluding traffic regulations), or committed any crime which you were not arrested in the United States or abroad?

Do I need to answer 'Yes' or 'No'.

I don't have any criminal history. I am specifically asking this question because of the word "fined" in the question as OVDI involves paying penalties.
