EAD fee

I wonder why my application is being rejected every time when I file for my EAD renewal even though the the form instructions clearly say that someone who has a receipt date after July 30th 2007 will not be charged any fee. I already sent it 2 times and USCIS is doing the same thing every time. I tlaked to the customer service and they say that you can just re submit with a letter explainig why you should not be charged but thye are rejecting it all the time, Now the time is running out to renewal and I will have to pay the fee. Did you also face the similar situation. To me, it looks like USCIS is just trying to make money out of harassing us.
