H1 to H4 back to H1

I came to the US on a H4. I applied and got a H1B work visa in Nov 2008. However since the market was bad my original project got cancelled and there were no projects available. I went back to my H4 in Feb 2009. For the 3 months that my H1 was active I did not have any project, hence no paystubs. Recently I got a project and want to activate my old H1. Is it possible to do that? What are the documents that I need for reactivation? Do I fall into the quota system? Does anone else have a similar issue? Please help !!
