Applied for first OPT, Still on initial review

I have applied for I-765 application. I did this on 14 th of march its like more than 96 day and my case status show initial review. Can any one suggest me what should i do.

I even call USCIS and expedite my process. But i doesn't work.

Should i enroll into new course or should i wait until decision.
