H1B rejected .Is there any chance to go on visitor visa for 10 days?

Can anyone one apply visitor visa when their H1 case was rejected couple of months back.

I lived in US for 7 years and had to come to India on Medical emergency . As my visa got expired I had to got for stamping and my visa got rejected under 221-g. I want to get/settle apartment,car, Gold ornaments in Bank locker, Important documents like child's ( US citizen) SSN ,Birth Certificate etc., Is consulate considers this type of situation and give shuort term visa.

I had a friend who tried to go on B1 claiming these reasons, but got denied. VO clearly said 'You are trying to get an entry back and never will come back'. But yours is a little out of normal, bank locker, SSN, childs's stuff seem to be legitimate reason. You have to talk to an attorney, maybe tourist visa might work out for you. God luck
