Is age a restriction for spouse to get an F1 visa

I'm currently in the US on my F1 STEM OPT visa and recently got married. My wife is aspiring to do her master's in the US. She recently got rejected in her visa interview. The officer just enquired about my (her spouse's) visa status and issued a 214(b). Could you please help me with the following questions: 

1. Are spouse of an F1 OPT visa student not entitled to get a F1 visa? If not, how good are her chances?
2. Is my age a restriction. I'm now 29. Could that be a reason for your spouse to have his / her visa refused?

It's a little concerning for the both of us since my spouse is genuinely interested to study in the US and got her admission even before the marriage. Any responses on this topic would be really helpful.
