Am I eligible for B1/B2 drop box if I had stamped f1 and unstamped H1B in the past

Hi , Id like to know if I can apply for a new vistor visa through drop box to visit my girlfriend  ? 

I have stamped F1 and unstamped H1B expired.. I moved back to India before it expired. 

Please let me know. Appreciate your help in advance!
